Alkaline urine is an indicator of possible urinary infection.
Obese cats fed a diet rich in protein, magnesium, and phosphorous, have an increased risk of struvite (triple phosphate) bladder, kidney or urethra stones when their urine is alkaline. 
Struvite urinary stones are common in cats with Urinary Tract Infections (UTI).  Some viruses and urinary tract bacteria increase pH of urine, and supply urine with high ammonium and phosphate content.
Cats with diabetes are more prone to urinary tract infections.
